Sounds like Radio Caroline on BBC Radio 2 at the moment. Tony Blackburn doing a 1960’s chart show on bank holiday Monday. Except that in the 60’s they wouldn’t have reacted to emails. Don’t get me wrong, I think they got the context right.

Note that http://www.1395.eu states the times will be 11:00 to 12:00 CET (which is 10:00 - 11:00 UTC)

No Mike, you are wrong.
Normally Holland is one hour before UTC, but you are missing the summertime, and we are another hour before.
So 11.00 local time (or CET) is 09.00 UTC.
Nothing wrong with the original message.
