Al Jazeera TV network has unveiled plans to launch a dedicated sports news channel on 1 November, the Peninsula has reported. Al Jazeera Sports News will broadcast hourly news bulletins and 20 sports news programmes that will cover all major international tournaments and sports events, especially those exclusive to Al Jazeera Sports, such as the Spanish, Italian, French and other European football leagues.

the original article in the Peninsula does indeed say it will be launched in Arabic on November 1st at 6 pm local time.

I have seen already a test card on the new Atlantic Bird 7 satellite , at 7º West, that could be related.
